Abstract
One of the first steps on the road to a democratic legal state was the termination of state security services and creation of the national security offices in Hungary. The terms have gained here a historical meaning. The name “state security” refers to dictatorship while national security is a need of a constitutional legal state. This study aims at finding the answer to the question: whether the activities of the secret services could be able to be efficient while fully complying with the constitutional principles: the Rule of Law, the division of powers and inviolability of human dignity.
