The following study presents the developing of the education of criminology course in the scientific life of the former Police High School and the National University of Public Sciences. It emerges from his overview, a how considerable role this subject played in the policing education from the beginnings until now, and it is, that the country’s most renowned criminologist took part in the forming of the educational syllabus. The education of the coming police officers is proceeding about university frameworks building upon the previous good traditions in our days. The situation of our faculty is unique in Hungary, because most of our students will face the sin and the criminality in the course of their career, take part in the process of the crime prevention and/or the criminal investigation, so they can apply their criminological knowledge in their work certainly.

The author ascertains by the education time, the subjects and textbooks, that the criminal education of the law students and the police students is identical (compatible). The author deals with the problem of the student’s practical education as well. He states that many methods are tried with the aim to give students not only theoretical, but practical knowledge at the university as well. The author has the opinion that none of the methods described are leading to good scores. The students are not able to use their knowledge in criminal law, criminal procedure law and criminology in cooperation, it is unpossible to train them during their university years for using them jointly. The author thinks that the practical education of police professionals after the university education is necessary similar just like in case of the lawyers.

A képzési idő, az oktatott témakörök, a tankönyvek összehasonlításával a szerző megállapítja, hogy a rendvédelmi hallgatók és a joghallgatók büntetőjogi képzése megegyezik (kompatibilis). A szerző ír a hallgatók gyakorlati képzésének problémájáról is. Megállapítja, hogy több módszert kipróbáltak azért, hogy a hallgatók ne csak elméleti, hanem gyakorlati ismereteket is szerezzenek az egyetemen. Véleménye szerint az ismertetett módszerek egyike sem vezet jó eredményre. A hallgatók nem képesek együtt alkalmazni a büntetőjogi, büntető eljárásjogi, kriminalisztikai ismereteket, és erre az egyetemen nem lehet megtanítani őket. A szerző úgy gondolja, hogy – a jogászokhoz hasonlóan – szükséges a rendvédelmi szakemberek egyetemi tanulmányok utáni gyakornoki képzésének bevezetése.

The department’s primary focus is on the education of Infraction law at the Faculty of Law Enforcement and the education of administrative criminal law at the Faculty of Public Administration. Moreover, the department focuses on other courses in fewer sessions (for example: law enforcement administration, administrative policing, and European administrative criminal law). In addition to the theoretical training – as a preparation in order to put law into practice – in practical sessions (at police stations) students can learn and acquire the rules and techniques related to their prospective work. Toprovide a background for these sessions, the department maintains an excellent professional relationship with the National Police Headquarters, the Budapest Police Headquarter Division of Administration, and with the division of administration of the Budapest police districts. One of the main priorities of the department is the strengthening of the teaching staff and the participation of students in the academic ife. The report fully details the educational method of the two faculties at the Administrative Criminal Law Department.

Szükséges lenne, hogy a hallgatók alaposabban megismerkedjenek a védelem feladataival és lehetőségeivel, az ügyvédség etikai szabályaival. Ugyancsak nem tartjuk elfogadhatónak, hogy a karon rendkívül alacsony óraszámban oktatják a büntetőeljárási jogot, és a tárgyból nem követelmény a szigorlat letétele.

This situation may put one at ease, therefore we have to be cautious: one should not take advantage of this privileged position, in fact, it must be earned with increased effort and with remarkable tutorial and research activities of high standard. Although the phrase “public service” is in the name of the institution, it is appropriate if independently thinking graduates leave the institution who entirely meet the requirements of the public.

The boys involved in the test represent the 14-year-old-age group from schools in Budapest from the aspect of school type and geographical location. The results show that these young people have strong value systems outlined. Their opinions are an accurate picture of the world around them. Their views are influenced by their values. From the aspect of their relationship to criminality they can be categorized into four groups: those involved, victims, offenders, criminal groups. Young people in each group are characterized by markedly distinct value system. There is significant correlation between their observed values and their criminal experiences.

It concludes that although some Directives contain certain facilitations for acquiring residence right in a second Member State, but they are far less ambitious provisions than those that could lead to a mature mobility regime containing significant facilitations. Furthermore third-country national workers also have to face restrictions when accessing national labour markets, as the use of labour market tests or the introduction of quotas.

As the starting point coincides with the main recognition of the science of psychology – according to which the personality changes as a result of migration - but it is not standard in the approaches, the analysis shall be performed from different aspects. The issue is dealt with by several branches of psychology, principally by psychological anthropology, cultural psychology and cultural comparative psychology. Due to the crossing of the research areas and the multidimensional and complex nature of the topic, the scientific explanations are expressed among interdisciplinary frameworks.

Mivel a kiindulópont a pszichológia tudományának alapvető felismerésével – miszerint a migráció hatására személyiségváltozások következnek be – egybeesik, de nem egységesen jelentkezik a megközelítésekben, ezért indokolt a több szempontú analízis elvégzése. A pszichológia több ága foglalkozik tehát a kérdéskörrel, kiemelten a pszichológiai antropológia, a kulturális pszichológia és a kulturális összehasonlító pszichológia. A kutatási területek kereszteződése, valamint a téma multidimenzionális és komplex jellege miatt interdiszciplináris keretek között történik a tudományos magyarázatok megfogalmazása.
