The life and work of Dr József Tóth, the noted scholar of police science and jurisprudence
Abstract
Dr József Tóth, university professor of the Academy of Law of the Archidiocese of Eger worked and was appointed head of department and dean there from 1930 to 1949. His two major works entitled The concept of policing in the national socialist state and The forms of policing activities, particularly the acts of public administration were also published during this period. In these two works published in 1938 and 1939 respectively he gave an overview of the development of the concept of policing, which he illustrated mainly with German examples to be followed by the presentation of the features of the concept of threat. His work entitled The forms of policing activities, particularly the acts of public administration was the first to present and classify in this form the main types of policing activities and to explain their content in an easily intelligible way. Both of these works could serve as a solid foundation for the development of the regulations and legislation related to policing and for the preparation of the police staff regulations.
