During the course of the development of criminal law the victim party lost his/her former leading role in the procedure and was pushed to the periphery of justice. Legal experts have come to realize that this tendency is drastically unfair towards the victim. The European documents on the legal position of the victims increasingly called the attention of the legislature to the need of bringing about changes. Last year the Government of Hungary adopted the presentation of the Minister of Justice on the new concept of criminal procedure. The new law was passed in June 2017. The Code will come into effect in 2018, and will strengthen the procedural position of the victim. The study analyses legislative changes related to the role of the victim. However, we still have debts concerning the improvement of the victim’s situation.

Composing my publication, I did not aim to present a new topic on the field of migration. Migration and its handling are questions of strategy, that is why I emphasized my goals regarding strategy. There are already quite a few materials in the field of migration, but – independently from this – I deal with the concept and general situation of migration. I examine the migration routes – which start from the region of the Balkans, the Middle-East and Africa – and their grounds, trends and reasons. I present the national handling of migration and its effects at the Hungarian–Serbian border from the point of view of the Hungarian police, which escalated nowadays.

It is proved by the increase of withdrawal for abusive claims and corruption cases relating to the non-resident investors.

The study’s basis is formed by a questionnaire-based empirical research conducted among 320 detectives about the experiences in the detective’s work in connection with reconstruction. The Hungarian TV films of the Kádár era depicted a world, where street robbery or theft were completely out of question, but if they happened, there was international conspiracy effecting high politics in the background. In the films of the Kádár era sin and crime were almost by definition political acts, or became such in the plot. Criminality, as a social dysfunction gains tendentious economic or political meaning in the movies according to our hypothesis. The ideological enemy construction can be traced in the actors of the TV films, characters such as the elusive former fascist, the imperialist agent or the dubious defector will receive important roles.

My questionnaire survey was carried out among police officers. In doing so, I looked for answers for my hypotheses about organizational, but mostly individual performance evaluation. The results of the study highlighted that the performance appraisal system is highly biased, subjective and adherent to the organizational positions. Individual performance evaluation cannot provide a realistic picture of individual employee performance due to its strong organizational positioning, so it is also unable to increase performance thus to become an individual development of the career system.

Ennek során a szervezeti, de főleg az egyéni teljesítményértékelést érintő hipotéziseimre kerestem igazolást. A vizsgálat eredményei többek között arra világítottak rá, hogy a teljesítményértékelési rendszer erősen elfogult, szubjektív elemekkel terhes, és szorosan tapad a szervezeti pozíciókhoz. However, their role in reintegration is very pronounced. The service of church is not only a religious mission but also a cultural mission. The “cultural mission” term expresses the fact that prison chaplaincy services not only spread religion but they also try to persuade inmates that instead of selfishness and exploitation, an attitude of follow-up reduces the risk of recidivism. This value system is based on the teaching of the Bible, such as: “Do not kill!”, “Do not steal!”, “Do not commit adultery!”, “Love your neighbour as you love yourself!”

E tekintetben a börtönmisszió nem kizárólag vallási, hanem kultúrmisszió is. A kultúrmisszió kifejezés arra utal, hogy a szolgálatnak nem csupán a vallási tanításokat kell továbbadnia, nem szorítkozhat a vallási rítusok gyakorlására, hanem mindezzel együtt az önző és kizsákmányoló börtöntörvények helyébe egy olyan értékrendet kell állítania, amely magában foglalja a „Ne ölj!”, „Ne lopj!”, „Ne paráználkodj!”, „Szeresd felebarátodat mint önmagadat!” parancsolatokat, a békés és rendezett társadalmi viszonyok közötti együttélést, és ezen keresztül csökkenti a visszaesés kockázatát.
