Bargaining Strategies in the European Council

Abstract
The most important decisions on the long-term future of the European Union are taken in the European Council (EUCO). The Heads of State or Government set the new political guidelines and decide on treaty changes. Yet very little is known about the decision-making process of the European Council, including how Member States seek to assert their interests in the negotiations. This paper explores the bargaining strategies that are used repeatedly by states in European Council meetings and intergovernmental conferences.
