Abstract

Nowadays the state plays more and more important role in the liquidation of disasters which has different volume and causes different destructions. After the political transformation period the Act of local government not only gave rights but formulated commitments also, by the holding on obligation of the local governments in connection with the liquidation of several emergency situation. The XXXVII. Act in 1996, which was about the civil defence, named the defensive tasks of the mayor like other acts which came into being in this period. In addition the state, the local government and its first leader also responsible for the execution of defensive tasks. The Act of disaster management which is effective from the 1st of January, 2012 does nothing otherwise. The state and local governments, however, always to seek his support is organized by the NGOs are able to provide them. The recent major disasters have shown that without the assistance of various social organizations are not only or much more difficult to be available for the effective mitigation, damage cleanup. These NGOs include the churches run by charitable organizations.
