Engineer support is the most important part of the combat support and combat service support. It includes all special tasks and activities that have to be fulfilled during the preparation and execution of the combat missions and operations other than war as engineer pre-conditions for the success of the activities of the troops. The goal of engineer support on the battlefield is to: maintain and enhance the ability of our own troops to survive; hinder the movement and activities of the enemy; participate in the military construction, environmental protection and in other activities eliminating the consequences of natural disasters by using the fielded or specially allocated engineer and other military equipment. To the execution of the above tasks the engineer troops need modern mechanical-technical devices and equipment. We would like to continue a longer series with our article, in which we intend to show shortly the most modern mechanical-technical devices, equipment established by NATO member states' engineer troops. These modern devices and equipment help to realize the goals of engineer support.

A műveleti tevékenységek támogatási feladatai között meghatározó szerepet játszik a műszaki támogatás. A műszaki feladatok szakszerű, gyors végrehajtásával megteremthetjük a csapatok számára szükséges mozgás-, manőverszabadság feltételeit, akadályozhatjuk az ellenség mozgásszabadságát, fokozhatjuk saját csapataink túlélőképességét és biztosíthatjuk a csapatok számára szükséges infrastrukturális feltételeket, valamint a környezetvédelemre vonatkozó előírások betartását. A fenti feladatok végrehajtásához a műszaki csapatoknak korszerű műszaki technikai eszközökre és anyagokra van szüksége. Jelen írással – kollegáimmal közösen – szeretnék folytatni a megkezdett „hosszabb bemutató sorozatot”, melynek keretén belül röviden felvillantanánk a NATO tagországok műszaki csapatainál rendszeresített korszerű műszaki technikai eszközöket, anyagokat, valamint alkalmazásuk lehetőségeit, melyek a fenti célkitűzések hatékony megvalósítását hivatottak biztosítani.

The “HESCO Bastion Concertainer” – as Hungarian called “HESCO-bástya” or “HESCO típusú gyorstelepítésű építőelem” is originated from Leeds, England in 1989. Fundamentally it has been developed for the purposes of flood protection and erosion control, but military experts started to analyze its possibilities to use for Force Protection purposes. Since 1990 HESCO Bastion Ltd has been developing and manufacturing Concertainer units for the purposes of force protection, flood protection and erosion control. Concertainer units have become the most popular means within the military for protecting personnel and facilities against secondary fragmentation, saving countless lives and mission critical assets. HESCO Concertainer can be installed in various configurations to provide effective and economical structures tailored to the specific threat and level of protection required. It is used extensively in the protection of personnel, vehicles, equipment – Force Protection – and facilities in military, peacekeeping, humanitarian and civilian operations. This type of structure provides good resistance to ballistic and fragmentation penetration. For increased physical security, barbed wire coils are often attached to the wall. The article wishes to give a short overview about the new military field applicability of the HESCO Bastion Concertainer.

A „HESCO Bastion Concertainer" – magyar nevén „HESCO-bástya”, vagy „HESCO típusú gyorstelepítésű építőelem” az angliai Leeds városából indult világhódító útjára 1989-ben. Alapvetően ár- és talajerózió elleni védelemre került kifejlesztésre, de a katonai szakemberek gyorsan felfigyeltek az eszközben rejlő lehetőségekre és vizsgálni kezdték katonai alkalmazási lehetőségeit, elsősorban az erődítési, valamint az „erők védelme” – Force Protection – terén jelentkező feladatok megoldása során. A HESCO típusú építőelemek az elmúlt két évtizedben ékesen bizonyították katonai alkalmazásuk széleskörűségét, variálhatóságát, gyors és könnyű alkalmazhatóságukat és nem utolsósorban megbízható védőképességüket a személyi állomány, technikai eszközök és az anyagi javak védelme területén. Az írás rövid betekintést kíván adni a legújabb HESCO típusú építőelemek katonai területen történő alkalmazhatóságáról.

Írásomban az aszimmetrikus hadviselés – avagy ahogy napjainkban egyre gyakrabban elhangzik: a terrorizmus – egyik eszközének, a „házilagos készítésű”, azaz improvizált robbanóeszközöknek a főbb jellemzőit összegzem röviden. Az ilyen eszközök előállítása egyszerű, – az internetes világhálón is találni lehet számos készítési útmutatót – olcsó, – a mindennapi életben használt eszközökből, vegyszerekből, stb. is előállíthatók – a közvetlen hatásuk pedig ugyan főleg harcászati szinten az áldozatok nagy számában jelentkezik, azonban az alkalmazásukkal együtt járó médiakampány, közérdeklődés és elrettentés miatt akár stratégiai hatással is rendelkezhetnek.

During the service of soldiers in foreign missions the units are exposed to the danger of death in the battlefield and at the military base. While in contact with the enemy, their danger is particularly at risk of conventional infantry weapons, the enemies are usually using large bombs hidden in cars which are transported to the base. With such large explosion lots of lives and material would be lost. This article deals about the characteristics of blast waves and their effects on the human body and constructions. Using the knowledge of spreading blast wave can improve internal structure of buildings and to prevent large losses of human and materiel.

Nowadays, the highest priority of all Allied armies is to participate in ensuring the foreign military missions. The military troops are daily used in various locations around the world to eliminate the terrorist threat. In this case they face often to the danger of death. The activities of soldiers in foreign countries are significantly influenced by the role of military bases. The system of internal base conception must be able to provide accommodation and protection of troops against external threats. The article deals about the use of ANSYS Workbench and ANSYS AUTODYN software and its utilize for modeling the effects of explosions to the important parts of military base. This program as a preventive measure can be effectively used in the designing of the most important parts of the military bases.

According to data, terrorist activity tend to grow steadily, especially during the past 15 years. Terrorism became a global problem. Modern terrorism differs from the terrorism of the past. Nowadays terrorists have the opportunity to use innovative technologies. According to defence and protection this is an etirely new challenge for experts. The theory of risk and methods of risk analysis can be applied to assess the risk of terrorist activity and consequenses. Mathematical methods, especially the probabilistic approach is widely applied for expressing the risk. But the exact analitical calculation of probability is always impossible. In this paper the theory of reliability index will be demonstrated in the context of terrorist’s threat. It seems to be extremely suitable framework for this purpose, because risk can be assessed without direct calculation of probability.

A rendelkezésre álló adatok szerint a terrorizmus aktivitása napról-napra növekszik, különösen az utóbbi 15 évben. A terrorizmus globális problémává vált. A modern terrorizmus azonban jellegében eltér a múltbélitől. Napjainkban a terroristáknak lehetősége van az innovatív technológiák alkalmazására. Ez merőben új kihívást jelent a védekezés szempontjából a szakemberek számára. A kockázatelemzés elmélete és módszerei alkalmazhatók arra, hogy segítségükkel becslést adjunk a terrorcselekmények bekövetkezésére és a következményekre vonatkozólag. A kockázat becslésére matematikai módszerek alkalmazhatóak, ezen belül is széleskörűen alkalmazott a valószínűségelméleti megközelítés. Azonban a valószínűségek kiszámítása gyakran problémákba ütközik, analitikusan a számítás gyakran lehetetlen. Ebben a dolgozatban bemutatjuk, hogyan lehet kockázatot becsülni a valószínűség közvetlen kiszámítása nélkül, a megbízhatósági index segítségével.

Cloud Computing has become one of the most dynamically developing area of the IT in the recent years. The on-demand and elastic use and the network access of the information resources and services significantly decreased the costs, but the expectations against such IT security criteria, as the availability of the services or the confidentiality of their data. This is especially true, when the clouds are used in critical IT environments. In the course of our TAMOP research project “Security issues of Cloud Computing”, we disclose the security issues of the Infrastructure as a Service (IaaS) type clouds especially as far as the users are concerned. We work up information security service levels that include the virtual machines, networks, applications and storages. For a concrete cloud implementation, we develop such framework that automatically builds the security elements into the runtime system correspond to the security service level in question. In our paper, we describe the characteristics of cloud services, the architectural build up of the IaaS type clouds and the role of virtualization in the cloud implementations. We introduce the features of a widely used open source cloud implementation. Finally, we demonstrate the potential, how to use the security as a service (SECaaS), which will probably play an important role in our research project.

A felhőszolgáltatások az informatika egyik legdinamikusabban fejlődő területévé váltak az utóbbi néhány évben. Az informatikai erőforrások és szolgáltatások igény szerinti, rugalmas, hálózaton keresztül történő igénybevétele jelentősen csökkenti a költségeket, ugyanakkor mind a szolgáltatás üzembiztonsága, mind az informatikai biztonság iránt fokozott igényeket támasztanak. Különösen igaz ez a felhőszolgáltatás kritikus informatikai környezetben történő alkalmazására. A „Számítási felhő biztonsági kérdései” c. TÁMOP kutatási projekt keretében feltárjuk az infrastruktúraszolgáltatást (IaaS) nyújtó felhők felhasználókat érintő biztonsági kérdéseket, kialakítunk az informatikai biztonságra (virtuális gépek, hálózatok, alkalmazások és tárolók) vonatkozó szolgáltatási szinteket. Cikkünkben rövid áttekintést adunk a felhőszolgáltatások jellegzetességeiről, az IaaS típusú felhők architekturális felépítéséről, a virtualizáció szerepéről a felhő megvalósításokban. Bemutatjuk egy széles körben használt nyílt forráskódú felhőszolgáltatás tulajdonságait. Végül a biztonság szolgáltatásként (Security as a Service ‒ SECaaS) történő használatának lehetőségeit vázoljuk fel, ami várhatóan fontos szerepet kap a kutatási projektben.

Nowadays the state plays more and more important role in the liquidation of disasters which has different volume and causes different destructions. After the political transformation period the Act of local government not only gave rights but formulated commitments also, by the holding on obligation of the local governments in connection with the liquidation of several emergency situation. Napjainkban az állam egyre fontosabb szerepet tölt be a különböző mértékű és pusztítást végző katasztrófahelyzetek felszámolásában. A rendszerváltást követő időszakban az önkormányzati törvény adta felelősség nemcsak jogokat, hanem kötelezettségeket is megfogalmazott, így megnőtt az önkormányzatok helytállási kötelezettsége is az egyes veszélyhelyzetek felszámolása kapcsán. Az 1996. évi XXXVII. törvény, mely a polgári védelemről szólt, az ebben az időben keletkezett egyéb jogszabályokhoz hasonlóan, nevesítette a polgármester védelmi feladatait. Az állam mellett az önkormányzat és annak első számú vezetője is felelősséggel tartozott a védelmi feladatok végrehajtásáért. A 2012. január elsejétől hatályos katasztrófavédelmi törvény sem rendelkezik másként. Az állam és az önkormányzatok ugyanakkor mindig is igényt tartottak olyan szervezett támogatásra, melyet a társadalmi szervezetek tudnak nyújtani részükre. Az elmúlt időszak nagy jelentőségű katasztrófái rámutattak, hogy a különböző társadalmi szervezetek segítségnyújtása nélkül nem vagy csak jóval nehezebben történhet meg a hatékony kárenyhítés, kárfelszámolás. Ezen társadalmi szervezetek közé tartoznak az egyházak által működtetett karitatív szervezetek is.
