Technical Requirements of the Equipment of Volunteer Rescue Organizations

Abstract

Specially equipped voluntary civilian associations, whose goal is to respond to disasters and emergencies, to perform civil protection tasks and to rescue human lives, surpass professional disaster management bodies in terms of abilities, either because these abilities are not available or their maintenance would incur unjustified high costs. In order to guarantee that both professional (state) bodies/organizations and volunteer rescue organizations involved in the protection against disasters can respond as effectively as possible and that they keep up with the continuous technical progress and challenges, uniform technical requirements should be laid down for them. In Hungary, the classification of rescue organizations involved in the rescue is in line with the UN INSARAG Guidelines (hereinafter: Guideline). It will ensure that only those organizations can participate that fully meet the technical and personnel requirements set out in the Guideline.
