School Shootings as a Preventable Law Enforcement Risk

Abstract

Introduction: Although school rampage attacks are statistically rare, they represent a significant security risk due to their severe social impact. While the psychological background of the phenomenon is well-explored, the operational interpretation of early warning signs from a law enforcement risk assessment perspective, and their integration into institutional prevention, remains an underdeveloped area.

Objectives: The aim of this study is to demonstrate how school rampage attacks can be interpreted as preventable law enforcement risks and to verify that the phenomenon of “leakage” is not merely a psychological symptom but operational data that serves as a basis for law enforcement intervention.

Methodology: The first phase of the research clarifies conceptual frameworks through a systematic analysis of relevant domestic and international literature, distinguishing rampage attacks from terrorism and targeted killings. The empirical basis of the research is provided by a comparative analysis of four prominent international case studies (Parkland, South Pasadena – USA; Winnenden, Cologne – Germany). In comparing cases of successful prevention with those resulting in failure, the investigation focused specifically on pre-attack communication patterns and institutional responses.

Results: The analysis revealed that school rampage attacks are distinguished from impulsive forms of violence by long preparation phases and symbolic target selection, justifying their treatment as a distinct law enforcement category. The comparison of case studies confirmed that leakage was present in all four examined cases; thus, the occurrence of tragedies can be attributed not to the absence of warning signs but to systemic failures in information management. The research identified that the key to successful prevention was the immediate, protocol-based institutional transmission of peer reports, whereas failures were caused by fragmented data handling.

Conclusions: The primary conclusion of the study is that, from a law enforcement perspective, leakage can be interpreted as an interruption point in the violent escalation process. The condition for effective prevention is not legislative strictness, but an integrated risk assessment system where information flow between educational and law enforcement actors is seamless.
