Dilemmas and Challenges in Researching Law Enforcement Socialization

Abstract

Aim: The aim of the study is to explore the dilemmas and challenges related to the searchability of law enforcement socialisation, with particular emphasis on the institutional, legal, and organisational characteristics of Hungarian law enforcement higher education. A further objective is to provide the theoretical and methodological foundations for a future empirical study.   

Methodology: The study applies descriptive and analytical methods, drawing on a review of relevant legislation and institutional history, as well as a comparative analysis of the organisational frameworks of law enforcement education and training. From a methodological perspective, the paper outlines the combined use of qualitative and quantitative research tools, with particular emphasis on interviews, focus group studies, and the application of innovative qualitative methods.

Findings: Research on law enforcement socialisation is significantly hindered by institutional closedness, deficits of trust, self-censorship, and the continuous transformation of law enforcement training institutions and policing models. The study finds that the content and directions of law enforcement education cannot be regarded as constant, but are closely linked to social, political, and organisational changes, which necessitates a complex, interdisciplinary research approach.

Value: The study contributes to the academic discourse on law enforcement socialisation by systematising the theoretical and methodological challenges of related research and by outlining directions for the implementation of a comprehensive empirical study integrating multiple disciplines. The findings may also be applied in practice to support the development and renewal of law enforcement education systems and socially expected models of law enforcement socialisation.
