The Perspectives of Municipal Policing in Hungary

Abstract

Introduction: Growing societal expectations regarding local public safety, together with the increasingly reactive operational model of the police, compel municipal law enforcement organisations to assume roles that differ markedly from their previous functions. Although the past decade has seen substantial progress in complementary forms of law enforcement, it remains unclear how municipalities can utilise the existing yet untapped capacities within their own systems. This study explores how these latent resources may shape the future trajectory of municipal law enforcement in Hungary.

Objectives: The aim of this study is to identify the development potentials inherent in municipal law enforcement, particularly through the practical experiences of the Integrated Municipal Law Enforcement Model, and on this basis to outline a forward-looking vision for the evolution of Hungary’s municipal law enforcement system.

Methodology: The research employs a qualitative approach, including an analysis of the relevant legal framework, a review of good practices in Hungarian municipal law enforcement from the past decade, and an in-depth case study of the Integrated Municipal Law Enforcement Model implemented in the municipality of Páty. The methodology also encompasses a systematic analysis of the scientific literature and relevant databases, with particular attention to municipal associations formed for law enforcement purposes—or the notable absence of such cooperation.

Results: The study confirms that, alongside the decline of proactive law enforcement presence, the role of municipalities in maintaining public safety has become significantly more prominent. The Páty model demonstrates that integrating public area supervision, field ranger duties and professional fishery inspection can yield substantial cost savings, considerable efficiency gains, and markedly improved responsiveness to citizen reports. Both subjective and objective indicators show measurable improvements in local security, while the municipality succeeded in establishing a stable operational system supported partly by normative state funding.
The research also reveals that although municipalities are legally able to form associations, joint provision of public safety tasks remains marginal, as local governments perceive the disadvantages of formal associations to outweigh their benefits. A key future direction may therefore lie in adopting more flexible, task-sharing agreements.
Furthermore, the analysis demonstrates that the current training system does not meet the requirements of integrated law enforcement functions; a modular training framework capable of encompassing multiple sectoral duties is necessary. The examined practices clearly indicate that the development of municipal law enforcement is heading toward the personal integration of sector-specific tasks and the emergence of the unified, universally competent “municipal enforcement officer.”

Conclusion: The study concludes that the future of local public safety lies in the expansion of integrated, financially sustainable municipal law enforcement models capable of delivering diverse tasks effectively. A primary lesson is that the existing legal framework already permits the establishment of organisational structures that significantly improve the quality and sustainability of public safety services. For long-term development, reforming the training system and introducing flexible task-sharing agreements are of key importance, as these can broaden access to cooperative law enforcement arrangements. As a long-term perspective, the study argues that the establishment of a comprehensive, single-statute, integrated municipal law enforcement system is achievable within the next decade—potentially rendering obsolete the long-standing debate on whether Hungary needs a “municipal police.”
