Competence Regulation as a Tool for Distributing Investigative Resources at the Police

Abstract

The regulation of jurisdiction is a necessary and indispensable condition for all work organisations, including law enforcement. It is therefore not the existence of it, but the efficient functioning of the distribution function, which is the crucial issue. The division of labour and tasks means essentially the capacity of the law enforcement organisation and the appropriate level of response to crimes committed in the country: i.e. the deployment of forces and assets to the type of case and geographical areas of the country. All this determines the level of detection and investigation work of the criminal service and, consequently, the possibility of achieving successfully completed procedures. In the research focus of the study, I put the question of the extent to which competence and competence regulation and the practices developed with it serve their purpose and distribute resources proportionally and reasonably to the challenges that arise. Does the police fulfil its social purpose with its investigative activity, where the emphasis is not on the effectiveness of statistics but on social efficiency?
