Rethinking Roles in Creating Security, PhD Research Report

Abstract

Aim: The aim of the research is to contribute to the development of a precise theoretical basis for private security, in order to enable more effective and efficient law enforcement in the future; to carry out a current state analysis of the activity; to develop the specific roles and entry conditions; to contribute to the elaboration of the state boundary conditions, the conditionality, the legal and ownership responsibilities.

Methodology: The research involved a review of the relevant international and national literature, legislation, internal standards, available online and paper databases and other materials, and a continuous and comparative analysis of the research findings to examine the whole topic from a theoretical and practical perspective.

Findings: The results of the research can be used to formulate recommendations and alternatives that can make a significant contribution to further reducing the burden on public law enforcement agencies, and to a more economical and cost-effective police operation, in cooperation with the private security and municipal sectors, and with efficient resource management.

Value: The author of the research report wishes to contribute to the comprehensive scientific research and mapping of private security, recognizing the fact that the researched topic is a continuously topical issue of police operation, as the last two decades have resulted in several unprecedented situations in the operation of the police. The quantitative and qualitative transformation of tasks and expectations also calls for a reassessment of the relationship between public and non-public actors in the creation and maintenance of security. The scientific results of this PhD thesis will help to study this activity.
