Our Diplomatic Successes – Law Enforcement Professionalism behind the Scenes

Abstract

Introduction: Our bilateral and multilateral relations and the diplomatic events accompanying them are essential for securing our place on the international scene and for strengthening our country’s image. The majority of our foreign guests are internationally protected persons, and their hosts are important for Hungary's interests. Thus, guaranteeing their security is the key to successful talks.

Objectives: The aim of the study is to describe the complex and professionally executed police work securing and taking place behind the scenes of diplomatic events.

Methods: In this thesis I outline the international and domestic legal environment for the dignitiary protection and designated facilities. Through the analysis of relevant norms I describe the legal framework within which security personnel detail operates. I also outline the practice of implementation using the qualitative method of empirical research and interviews. I analyse the content of the discussions held with the Heads of the relevant units of the Rapid Response and Special Police Service and the Counter-Terrorism Centre, as well as the Commander of the Parliamentary Guard, using condensation and categorisation methods. I draw conclusions after evaluating the relevant legislation and interviews.

Results: The findings of the analyses and evaluations highlight that it takes a professional focused on teamwork to guarantee the security of protected persons. Close protection or VIP protection and security is evolving all the time. The basic principle is that the protected person should be able to carry out their work without injury and being hindered, whilst their protection should remain discreet. Conclusions: Legislation creates a static environment, while implementation takes place in dynamically changing surroundings, where security professionals face numerous challenges. The professional execution of their tasks is essential for our diplomatic success. Any failure of this endeavour can potentially have serious social consequences, including international repercussions.
