Technical Background and Legal Basis of the Ten-Year Old Reintegration Detention

Abstract

By ordering the supervision of reintegration detention by electronic means, the Hungarian Prison Service can ensure that the reintegration process of less dangerous offenders is carried out in a more efficient way, so that reintegration into society can be achieved gradually over a sufficiently longer period of time, with the support of the family, and not least, the overcrowding of prisons can be reduced. During reintegration detention, the personal freedom of the prisoner is restricted in such a way as to allow him to work and re-establish family ties. Only those prisoners who are expected to be cooperative and law-abiding can be placed in reintegration detention, subject to the conditions laid down by law. This paper will took under consideration how this system and the electronic monitoring tool that supports it work, the benefits and challenges involved, and the developments that are underway to promote this legal institution in a forward-looking way.
