Abstract

In the article of Modern and postmodern terrorism: diverse modus operandi and toolbox of perpetration we examined the characteristics of modern and postmodern terrorism, the changing methods and tools of perpetration. We analysed the challenges of perpetration from first responder perspective through case studies. Counter-terrorism organizations has so many priorities, which include the identification by the relevant terror organisations of the phenomena and events, the development of appropriate responses and counter security challenges. The principle of action-reaction is present in the confrontation between terrorist organisations and counter-terrorism forces: the development of terrorist organisations challenges counter-terrorism organisations and vice versa. The changing modus operandi of terrorism has a particular impact on first responders. The aim of this study is to review the role of first responders in responding to new types of terrorist acts and perpetrators.
