The Aim and Professional Requirements for the Development of Technical Means for the Early Detection of Incidents in the Detention of Aliens for Law Enforcement Purposes

Abstract

The immigration authorities are responsible to deal with foreigners who are illegally staying in our country. In order to ensure that the foreigner does not evade prosecution, the authorities usually use coercive measures involving the permanent deprivation of personal liberty, i.e. detention. The detainees’ willingness to cooperate is usually low; the lawful and professional implementation of the measure therefore places a heavy burden on the police staff concerned. The number of unlawful acts in detention facilities, which pose a threat to the security of the detainees, is high due to the non-cooperation of foreign nationals. Preventing and dealing with them requires a significant number of police officers, which creates problems due to the current shortage of staff. The level of technological development of our age allows and justifies us to apply of technical systems, which, through visual and acoustic analysis and machine learning, can reliably predict and, when they occur, immediately react to the offences and can reduce the number of guards. It is essential for the IT specialists to develop the system to have a clear understanding of the professional requirements of the detention sector and the visual and acoustic characteristics of the behaviours required for machine learning.
