The Intra-EU Mobility of Third-country Nationals in the European Union

Abstract

The study investigates the appearance, the barriers and the possibilities of further development of the intra-EU mobility right of third-country nationals. It concludes that although some Directives contain certain facilitations for acquiring residence right in a second Member State, but they are far less ambitious provisions than those that could lead to a mature mobility regime containing significant facilitations. Furthermore third-country national workers also have to face restrictions when accessing national labour markets, as the use of labour market tests or the introduction of quotas.
