Relationship Between Organizational Culture and Organizational Development

Abstract

This article discusses the organizational culture of the police and the opportunities of its organizational development. The study reviews concepts in the scientific literature, and then it presents a scientific survey carried out in Hungary in detail, which was conducted into the organizational culture of profit-oriented and non-profit organizations operating in different sectors. The survey shows that both the public and the private sector meet workplace expectations similarly. Defensive styles such as perfectionism, striving for perfection at all costs, and excessive adaptation kill creativity and transform the employees into “robots”, while also contributing to the over-bureaucratization of the organizations. These negative managerial attitudes characterize the police organizations, as well; however, they can be overcome with different organizational development methods focusing mainly on the efficient use of human resources. During the organizational development, other methods regarding organizations such as change management and conscious organizational culture-forming play an important role, whose forms are also presented herein.
