The Emergence of Law Enforcement in Public Administration Systems

Abstract

From a certain aspect, law enforcement can be considered a part of public administration. The author discusses how law enforcement is related to public administration on a conceptual basis. Security is probably the concept most closely related to law enforcement. Public administration officers carry out about 90% of the tasks related to security. It can be established that law enforcement is a manifestation of public administration. Consequently, using deduction, from the conceptual element of public administration we can arrive at the concept of law enforcement. In other words, using this rationale, we can arrive at the essence and content of law enforcement from the definition of public administration.
