Structural Efficiency in Criminal Investigation
Abstract
Investigation is done by the police under the judicial supervision and effective professional direction of the prosecution, while having little independence in initiating differentiated procedure methods. Compulsory procedures require the impossible: enforcing the law, while delinquency and violent offence against property is increasing. Law enforcement is able to deal with only a certain amount of the cases, since neither can all the crimes be punished, nor structural changes or staff increase mean a solution. It is time to change the relationship between the police and the pubic prosecution system, and to increase the competence of law enforcement authorities.
