Possibilities of Risk Based Management of Process Safety in High Risk Plants, Part 1
Abstract
The aim of the author with this two-part publication is to demonstrate the opportunities of introducing the Risk Based Process Safety Management System, originally developed by The Center of Chemical Process Safety, American Institute of Chemical Engineers. Relevant points of the Hungarian Disaster Management Act regulate multiple aspects of existing safety management systems of high-risk plants. While elements of the process described by the author in this article are currently utilised by numerous high-risk plants in Hungary, the Disaster Management Act fails to provide a comprehensive and complete legal set of requirements. The first part of this article introduces the general principles of Risk Based Process Management, which are followed by the issue of the importance of management of change regarding technology- and process-related information, as well as the importance of the quality and reliability of the equipment.
