INSPECTION AND IMPROVEMENT OF NEAR MISSES INVOLVING DANGEROUS SUBSTANCES

Abstract

The investigation of major accidents and near misses involving dangerous  substances and the other event proving the failure of the management systems  is one of the most important instrument for improving the safety management  system. In this article the author summarises the experiences gained from the  investigative processes related to the near misses recently occured in Hungary  carried out by the operators and outlines the actual challenges associated with  the enforcement of the related national legal provisions and his proposals for  overcoming them.
