Feasibility of the Risk Based Management of Process Safety in High Risk Plants, Part II

Abstract

The aim of the author with this two-part publication is to demonstrate the opportunities of introducing the Risk Based Process Safety management system, originally
developed by The Center of Chemical Process Safety, American Institute of Chemical Engineers. Significant points of the Hungarian Disaster Management Act govern
multiple aspects of existing Safety Management Systems of high-risk plants. While elements of the process described by the author in this article are currently being utilised by numerous high-risk plants in Hungary, the Disaster Management Act fails to provide a comprehensive and complete legal set of requirements. In the second article, in connection with the principle of risk based process safety, we can read about issues related to the commissioning processes of technological systems in hazardous material plants, the importance of emergency response, the training of operators and contributors, and the importance of investigating and analysing incidents.
