State Role in Exess Water Prevention and Control

Abstract

In Hungary the excess water flood is a major and frequent water damage event, which affects 55% of our country, especially in flatlands. The historical development of our jurisdictions of water damage prevention is related to our exposure. A legal framework regulates the obligations and tasks of those involved. However, the large territorial involvement, the many actors and the different ownership situation of the water system elements makes it difficult, and sometimes it can prohibit the effective water protection activity. That is why the state's governing role in defense/protection and planning is also essential. Over recent years a significant change has taken place in the state government role in the area of excess inland water protection activity: thus, among others, in 2011 changing in the Disaster Protection Act and the modification of the Water Management Act in 2014. The article examines these changes along the lines of the state's role in excess inland water protection and also presents the vision of the sectoral strategy.
