The Use of Volunteers to Support Disaster Management Operations

Abstract

Disaster management successfully guarantees the defence of country citizens and their goods. Despite the fact that defence organisations have the necessary tools and numbers to prevent the different dangers and to settle the damages, during the normal daily routine there can be hazardous situations or disasters, when the rescuing forces must be strengthened with volunteer organisations or
material and technical resources from the national economy. The success of the disaster management operations depends on the coordination of five main factors (information, legitimacy, temporality, technical capabilities, human resources).
