Japán kiberbiztonsági reformja és kiberhatalmi ambíciója

Absztrakt
Az utóbbi évtizedben Japán jelentős erőforrásokat fektetett kibervédelmi rendszerének fejlesztésébe, amit a regionális ellenfelei – Oroszország, Kína és Észak-Korea – által demonstrált kibertámadó képességekhez kapcsolódó fenyegetéspercepció váltott ki. A szekunder forrásokat elemző kutatás arra irányult, hogy feltárja, milyen országspecifikus sajátosságok teszik lehetővé vagy korlátozzák az ország stratégiai dokumentumaiban előirányzott aktív kibervédelem megvalósítását és az offenzív kiberképességek alkalmazását. A tanulmány amellett érvel, hogy ezt három tényező befolyásolja. Az első a jogszabályi környezetből adódik, ami továbbra is olyan mértékben korlátozza Japán lehetséges válaszlépéseit a kibertérben, hogy a sikermegtagadó elrettentési mechanizmusokat alkalmazó kibervédelem hatékonysága megkérdőjelezhető. A másik két tényező biztonságpolitikai relációban mozdítja elő az offenzív képességek jogszerű alkalmazását. Ennek elemei a nemzetközi kibervédelmi kooperációs hálózat kiépítése és a kiberbiztonsági ökoszisztéma rezilienciáját növelő reformok.
