Abstract
With the end of the bipolar world order, aquestion has arisen: is civil protection still necessary? In this article, the authors analyse the status of shelters, investigate and evaluate the national building practice and explore the opportunities of increasing the level of protection of the civilian population in the light of domestic building regulation.
