The Special Legal Capabilities Justification for the Disaster Management

Abstract

Recently, there have been several investigation authorities to deal with criminal procedures in Hungary. In this study the author introduces an organization having special legal capabilities and examines the features and historical background of the authorities as well as competences and qualification of that. Then throughout several traffic and disasters cases the application and the sphere of applicability of a general investigation authority is going to be introduced. After defining of them the study would give ideas how to estabilish a special investigation competence in the body of National Directorate General for Disaster Management, Ministry of the Interior similarly to National Tax and Customs Administration of Hungary. The creation of that function can help Hungarian Police efforts to take some responsibilities on dedicated criminal cases.
