Állandó és fél állandó táborok létesítése katonai tapasztalatok alapján
Abstract
Hungary, as one of the hardly affected states by overland migration, has to deal seriously with the extremely increasing number of migrants in 2015. Not only for its own safety, but in compliance with international treaties, and not least for the favour of the refugees it is necessary to solve the problem. Policy makers need to consider the situation on the basis of two key criteria, according to the requirements declared by international and domestic laws for helping those in need, on one hand; and regarding the priority of ensuring the protection of the country, preventing critical situations and anomalies on the other hand. Using the practical experiences of installing military defence facilities it should be considered, where within the European Union or beyond its boundary can semi-permanent and permanent camps be established, which are suitable for accommodating refugees on fair conditions. The study lists the presentation of provisional, semi-permanent and permanent military establishments, which serve as a basis for a detailed presentation of semi-permanent and permanent civil defence facilities. These facilities represent possible solutions regarding the accommodation of refugees. The formations of permanent and semi-permanent camps presented in this study can easily be used in other specific legal or disaster situations, when the number of civilians to be accommodated exceeds the capacity of predetermined host sites.
