Abstract

The disaster management organized in 2012 due to changes being born in the new legislative framework, which has affected some of the same field of civil protection are left out of the legislation. The shelters, including the metropolitan subway system, as a defense establishment domestic regulation is incomplete, and raises several questions of life defenses record, for example the maintaince of this buildings and the possible avaiable during a disaster.
