Responsibility System of Certain Actions for Citizens’ Protection in Case of Emergency
Abstract
Nowadays changing climatic conditions, as flash and river floods, heat waves, storms, and too fast industrialisation, especially in those fields dealing with hazardous materials without having acting protocols, can cause such situations when the official body of disaster recovery experts, protective services and governmental officials have to act together, fast and professionally in order to protect citizens and their possessions. The laws in Hungary codify a clear system, their language and structure can easily be applied to tasks in dangerous situations. Various professional guidelines, inner norms, especially operations of the Central Administration of National Emergency Response follow the law, and highlighting the most important parts, they brief their troops. According to the operative law the major of the municipality has a significant role and responsibility in case of emergency situations. By the renewing regulations the mayor’s work is strongly supported by the public security referee. He/she is the person to give a helping hand to the major in case of catastrophe to act and protect citizens.
